Alan R. Skerl, MBA, Founder and Principal Consultant
Alan is a results-driven leader and management consultant with nearly 30 years of experience spanning organizational management, business operations, compliance auditing, and grant administration. As the founder and Principal Consultant of Blue Sky Consulting, Alan leverages his deep expertise to provide high-level business, grant, and audit advisory services, with a dedicated focus on guiding government agencies, nonprofit organizations, and businesses toward operational excellence.

Throughout his distinguished career, Alan has established himself as a trusted advisor and subject matter expert in business operations, organizational assessment, change management, compliance, and grant administration. His background bridges the public, private, and nonprofit sectors, giving him a unique perspective on driving institutional change.
Following a decade of private sector and nonprofit operations management, Alan served in vital leadership roles in a nearly 20-year career within the federal government’s Inspector General community. As a Deputy Director, Analyst, and Auditor, Alan spearheaded large-scale strategic planning, compliance, and change initiatives. He managed agency-wide annual operational planning processes, revolutionized risk assessment models, and led government-wide and agency workgroups to establish best practices for assessment and reporting. He conducted comprehensive organizational assessments of federal, state, local, and tribal governments and nonprofit organizations—evaluating operating procedures, staffing levels, job functions, budgets, and spending—and served on grant application review committees for programs exceeding $100 million. Alan’s compliance work on one project identified more than $32 million in inappropriately spent federal funds. Across all environments, he has consistently delivered measurable results, such as optimizing staff workflows for 30 employees to reduce monthly overtime by 350 hours while maintaining full productivity, at a realized facility savings of $7,000 per month.
Alan holds a Master of Business Administration in Management and a Bachelor of Business Administration in Accounting. He is also a graduate of the Key Executive Leadership Program at the American University School of Public Affairs. Committed to continuous professional excellence, Alan maintains over 80 hours of biennial continuing education in change management, auditing and business processes.
Alan’s dedication to impactful public service has been recognized with more than two dozen awards for exceptional performance, including the prestigious CIGIE Barry R. Snyder Joint Award, the DOI Inspector General’s Award for Special Impact, and the DOJ Inspector General’s Distinguished Service Award.
Deeply invested in his community, Alan lends his business acumen and leadership skills to local organizations. He currently serves as a board director for Conifer’s Stagedoor Theater, and has previously served as a board member for the Evergreen Big Chili festival, a chair and member for local school accountability committees, and a Cub Scout pack treasurer.
When he’s not working hard to help his clients improve their operations, Alan can be found enjoying time in the mountains with his wife and their five kids.
